PCS Structural Solutions is proud to announce the opening of its third office in Portland, Oregon. With more than 50 years of experience as a collaboration-focused, single-discipline structural engineering firm based in the Northwest, PCS is excited to better serve its clients in Oregon. The state of Oregon has been increasing its priority of seismic resiliency in education and healthcare facilities—two valued, core components of PCS Structural Solutions’ portfolio.

Elson S. Floyd Cultural Center, named in memoriam for the late visionary president of Washington State University, stands at the campus entrance as a statement of inclusion. It celebrates four underrepresented people groups while creating an environment that melds with the surrounding hills of the Palouse. This building represents so much to so many. Its legacy is far more than the free-form roof. As an alum, this project was special — part homecoming and part awe. What struck home for all of us on the design team was the passing of Dr. Floyd during the design-build selection process.

When architects at GGLO Design set out to design the new Elson S. Floyd Cultural Center at Washington State University, they had a number of goals: bring the university’s diverse cultural organizations together under one roof, incorporate natural building materials native to the area into the structure, and build something that would pay special tribute to a revered university president who died too soon.

Our current codes are based on a life safety approach only, for a majority of our buildings, and do not consider the loss of functionality that can result in extensive socioeconomic disruptions and slow recovery after a major hazard event.
